Restoring Trust, Enabling Rehabilitation, and Securing the Transitional Phase

The Post-Populist Shock

All forecasts and analyses indicate that Tunisians will face a profound shock once they fully grasp the scale of the destruction left behind by the regime of incompetence and failure, after its demise... A systematic and relentless demolition spree has damaged every vital sector of national life.

Efficient Management Required

Managing the post-populist period will not be easy. Whoever seeks power must understand that they will inherit a state of unprecedented ruin. There will be no room for reckless experiments, impulsive decisions, or trial-and-error governance. Tunisia cannot afford another failure, one that could devastate what little remains of the state. The post-Kais Saied phase must be managed with efficiency, urgency, and purpose. Planning must begin now, to ensure that the country can embark on a path of reform without wasting time in confusion or political drift.

Two-Phase Approach

We propose dividing the post-populist transitional period into two main phases, each designed to achieve clear, concrete objectives that will guide the country to the safety shore.

Phase One: Restoring Trust

This phase begins with urgent measures to end injustices and restore faith in the state

Series of Urgent Measures

This phase begins with a series of urgent measures aimed at ending the social and economic injustices, on one hand, and the political and legal injustices, on the other, inflicted by the prevailing system of incompetence and failure. A system that has victimized countless Tunisians, leaving in its wake poverty, exclusion, marginalization, unemployment, personal tragedies, desperate choices, and imprisonment... A country cannot rise when large segments of its population do not eat as others eat, do not share equal opportunities for a dignified life, and do not enjoy the same freedoms and fundamental rights as others do.

National Healing

This initial stage of emergency measures, to be implemented within the first six months, is essential. Beyond its legal, procedural, and material dimensions, it carries deep symbolic, human, and psychological significance. It is a step toward national healing—a chance to recover from the trauma of authoritarianism and mediocrity and to overcome its visible and invisible scars, allowing Tunisians to regain trust in themselves, in each other, in their society, and in their elite, state and institutions.

Phase Two: Rehabilitation and Securing the Transition

Moving from emergency response to systematic reconstruction

Restoring Hope

Among our most urgent and vital tasks is to restore hope across all segments of society. This requires replacing negative and "catastrophic thinking" with a "constructive mindset." Only then can we move into a stage of preliminary reforms, targeting a number of critical and sensitive sectors. To borrow a medical metaphor, this would be the "rehabilitation phase", a period of time in which our economy regains its competitiveness, our public administration recovers its effectiveness, our society reclaims its vitality, and The Tunisian individual rediscovers ambition, initiative, and a desire to invest and contribute... The ultimate aim of this phase is to restore Tunisians' confidence in the future.

Program Structure

The program we present to the Tunisian people is structured around key priorities, each of which includes a set of measures: some to be implemented immediately, others within the first few months, and others over the course of the first two years following the end of populist rule. This program is not a sacred text. It is not about a societal, political or economic dogma. Rather, it is a thoughtful initiative, intended to show Tunisians that mediocrity is not their fate, failure is not their destiny, and powerlessness is not their only option... It is a program designed to evolve in response to the real needs of the people, in interaction with both national and international developments, and depending on the participation which we hope will be broad and enriching in this national endeavor.

Priorities in the First Two Years Following the End of the Populist Rule

Six key priority areas for national reconstruction

Economic and Social Priority

Finding urgent solutions for funding sources; reactivating the economy and improving business climate confidence; encouraging initiative, foreign and domestic investment; stimulating small and medium enterprises to achieve sustainable growth; improving the quality of public services to facilitate Tunisians' lives and enhance the country's competitiveness and tourism sector productivity according to global standards; enhancing educational services and providing high-quality education that respects equal opportunity principles for all citizens; restoring education to its central role in national priorities; improving transport services and transitioning to healthy and environmentally friendly means of transportation; ensuring healthcare security, access to health facilities, their acceptability, and quality for all Tunisians; combating all forms of corruption, rent-seeking, favoritism, and patronage; announcing a protective plan to fight poverty and unemployment, improving purchasing power, and rehabilitating distribution channels to guarantee availability of essential goods; addressing migration phenomena to and from our country, with urgent emphasis on reducing the exodus of young people, doctors, engineers, and skilled professionals who represent Tunisia's true wealth.

Political Priority

Securing democratic construction and rebuilding democratic institutions to definitively safeguard our society against any attempts to return to authoritarian practices and absolute rule.

Environmental Priority

Taking stock of the severe impacts of climate change on Tunisia and establishing an urgent national plan to mitigate environmental degradation caused by accumulated waste in all governorates; promoting an eco-friendly culture; and achieving energy and water security for our country.

Cultural and Societal Priority

Establishing a "path of reconciliation" among all Tunisians, individuals and institutions alike; moving beyond exclusionary and retaliatory behavior and the politics of resentment that have sown division among citizens of the same nation. While upholding the constitutional and legal right to difference, we must also fulfill the duty of de-escalation, the preservation of national unity and the rejection of violence in all its forms, in order to meet both internal and external challenges. This will not be possible without replacing the culture of mediocrity and failure with a culture of merit, work and excellence, a culture that raises public standards, supports the creative economy, encourages artistic, literary, and innovative expression and restores value to the sports sector in terms of vision, support, and investment. Above all, this means renewed confidence in Tunisia's youth, who are the wellspring of new energy and the hope of victory in the battle for the future.

Sovereignty and Diplomatic Priority

Restoring Tunisia's image abroad and reaffirming the credibility of its positions on regional and international issues. This includes a firm commitment to never compromise national sovereignty or the country's foundational values. Tunisians abroad must be regarded as an integral part of our national identity. No one has the right to question their loyalty to Tunisia, their defense of its sovereignty, or their unwavering support during the nation's most difficult times.

Initial Measures and Reforms

Urgent Measures to Restore Trust (Immediate reforms to be implemented within the first days, weeks, and months)

Immediate Reforms

  • Amnesty for all individuals convicted in cases related to political or opinion-based charges
  • Formation of a Committee composed of constitutional law experts and civil society representatives to draft the necessary constitutional amendments and submit them to the Tunisian people or their elected representatives for approval
  • Abolition of Decree 54, which restricts freedom of expression
  • Reaffirmation of the Constitutional Court's role
  • A firm commitment to restoring the integrity and central role of the public administration in the rescue and reform process, within a comprehensive, realistic, and equitable reform program
  • Raising the minimum wage to 600 TND, with future increases to be indexed to the rising costs of living, including food, healthcare, education, housing, transport, and other essential needs; and to be aligned with the outcomes of social negotiations
  • Providing low-interest, interest-free consumer loans to families with limited incomes
  • Reducing electricity and water bills by 50% for low-income families
  • Establishing the National Solidarity Fund "Tunisia for All" and launching a national poverty reduction plan
  • Expanding the coverage ceiling of the national health insurance fund (as part of a broader medium-term reform of social security funds)
  • Accelerating the settlement of outstanding dues owed by the national health insurance fund to its beneficiaries
  • Creating specialized geriatric units in hospitals across all governorates to reduce waiting times for the elderly and facilitate access to other medical specialties
  • Providing free schoolbooks at all levels of primary and secondary education to reduce school dropout rates
  • Ensuring school transportation for underserved regions, particularly in rural and remote areas
  • Organizing and securing safe transportation for female agricultural workers and initiating a permanent solution to this long-standing issue
  • Launching a young farmers program to offer support and mentorship to youth-led agricultural projects
  • Introducing an emergency support program for farmers, providing subsidized access to animal feed, fertilizers, and veterinary medicines, along with dedicated financing lines to sustain agricultural activities
  • Launching an urgent program to modernize distribution lines, enhance regulatory mechanisms, digitize wholesale market sales, and reduce transaction fees to control prices
  • Increasing university grants by 50%, expanding eligibility criteria, and granting students an additional year of access to university accommodation
  • Establishing a special legal status for self-employed workers (freelancers) and facilitate their activity through a unified flat tax system. This framework shall also include the right to open a convertible foreign currency account, capped at 100,000 TND annually
  • Implementing urgent measures to protect and restore the ecological system from violations occurring in land, sea, and air, in line with the citizen's right to a healthy environment and the collective duty to preserve it
  • Launching a national youth dialogue to rebuild trust and identify youth priorities
  • Reactivating the role of national organizations, regulatory bodies, and intermediary institutions (including labor unions, employers' organizations, student unions and professional orders...), through a participatory, interactive approach that respects each entity's competency and independence

Comprehensive reforms to rebuild national institutions and restore economic vitality

Restoring Economic Balance and Strengthening Social Safety Nets

Designing sound fiscal and monetary policies and undertaking essential structural reforms in collaboration with the International Monetary Fund (IMF) and the World Bank, as part of a three-year reform agenda supported by international partners. Developing a parallel reform program aligned with the IMF's framework, integrated into a broader national development plan. This initiative will seek to build an inclusive and integrated development model capable of generating employment across all skill levels, grounded in economic efficiency, social equity, sustainability, and aimed at achieving high levels of growth, development and social welfare.

Meeting the Economic Efficiency Imperative Through

  • Improving the business environment and national competitiveness by shifting from a rent-seeking economy to a competitive economy
  • Streamlining the investment climate and removing bureaucratic and administrative barriers
  • Activating the role of the banking sector, the Deposits and Consignments Fund, and the Local Government Investment Fund to align their strategies and programs with regional development priorities, with a focus on supporting youth-led projects and small and medium-sized enterprises (SMEs)
  • Directing investment towards sectors with sovereign priorities and high added value such as modern technologies and artificial intelligence, learning and entertainment applications, pharmaceutical industries, automotive and aerospace components manufacturing
  • Developing a comprehensive plan to revive the real estate development sector
  • Encouraging the use of renewable energy in institutions and among individuals through financial and fiscal incentives
  • Improving best governance practices in the mining sector, adopting an ambitious industrial qualification policy for public enterprises operating in the energy and hydrocarbons sectors, and considering energy efficiency as a national priority
  • Addressing the increasing shortage in the energy sector due to the rising demand and depletion of reserves by supporting the rationalization of energy consumption and promoting the use of renewable energy across various economic sectors; boosting the mining sector through an investment-oriented policy
  • Implementing a flat tax in strategic and promising sectors for Tunisia such as modern technology, environment, and energy to attract investments and encourage entrepreneurship in these areas
  • Promoting Tunisia's attractiveness as a regional hub for health tourism, cultural tourism, and higher education (restructuring tourism institutions, implementing a plan to address the sector's debt crisis, and enhancing training and promotion programs)
  • Developing agricultural investment and working towards achieving food security
  • Creating regional economic ecosystems that valorize the capabilities of each region within a regional and international positioning framework to exploit areas with high competitive potentials
  • Containing the informal economy

Achieving the Social Justice Imperative to Improve Citizens' Living Conditions and Equalize Opportunities across Categories and Regions Through

  • Reviewing and rationalizing the digital social transfer system according to the needs of the targeted categories
  • Launching a national program to support and assist vulnerable categories and those with special needs
  • Supporting the system of continuous training and professional development to enhance competencies and skills
  • Implementing a comprehensive reform of the social security system to ensure its sustainability and improve its services
  • Continuing the support for the contractual policy, reviewing joint sectoral agreements, and expanding their scope in line with developments in the economic sector
  • Establishing an institutional and legislative framework for social dialogue to ensure continuous consultation and coordination, thereby safeguarding social peace
  • Supporting and developing the occupational health systems and promoting the culture of workplace safety
  • Improving the quality of services in local and regional administrations of social affairs by strengthening effective partnerships with civil society
  • Enhancing the coverage rate of field social specialists in accordance with international standards
  • Establishing mechanisms for the economic integration of impoverished families aimed at reducing extreme poverty and facilitating a safe exit from emergency social assistance programs
  • Creating new mechanisms for social policy based on funding that could be provided by various social partners within a solidaristic and participatory economic model
  • Reducing the deficit of social funds through a comprehensive and integrated approach: an economic recovery policy aiming to increase growth rates, improve employment levels, and provide new resources; expand the contributor base (gradual and conditional integration of the informal sector); improve electronic services and digitize the social security fund; review social and financial policies to achieve a balance between the imperative of rationalizing public spending and the provision of care to vulnerable categories
  • Establishing a higher migration council to serve as the highest regulatory authority managing migration affairs from a strategic perspective. Developing an effective communication plan to build bridges with the Tunisian diaspora worldwide and provide them with opportunities to benefit from all the possibilities available in their homeland, both inside and outside the country, across all sectors (education, employment, investment, culture, political and civil action...)

  • Modernizing the railway network that link the north to the south, the coastal governorates to the inland ones, and between other Maghreb capitals

  • Formulating a new vision for public mass transportation in major cities and inland regions that ensures the integration and inclusion of the sector and its users, based on partnership between the private and public sectors

Climate and Environmental Actions

  • Launching the national strategy to mitigate climate change and achieve energy and water security
  • Establishing an efficient waste collection and recycling system through partnerships between the public and private sectors
  • Enforcing strict penalties against anyone who violates environmental regulations or irresponsibly disposes of waste
  • Initiating a national reforestation program to revive our lands and strengthen our cities and forests
  • Developing an urgent program to reduce pollution of Tunisia's seas and beaches in cooperation with specialized international organizations
  • Preparing a comprehensive national plan to address the issue of stray animals such as dogs and cats, including vaccination and sterilization campaigns, establishing animal shelters, prohibiting random killings, and enacting clear laws against animal cruelty and mistreatment
  • Implementing a large-scale investment program in cooperation with the private sector and international partners aimed at modernizing equipment and preventing water leakage
  • Establishing a database on water consumption and quality and initiating a comprehensive survey of water resources in our country

Resuming talks with the International Monetary Fund and global financial institutions to ensure the flow of foreign investments, to restore confidence in the Tunisian economy, and to implement major projects in the regions.

Foreign Policy Priorities

  • Reviewing our country's foreign policy and adopting an active, proactive, rational, and sovereign policy to expand Tunisia's presence and influence at both the regional and international levels
  • Safeguarding the national sovereignty of the country, supporting its democratic approach, and achieving its sustainable and inclusive development, and adopting a foreign policy based on reciprocity, mutual respect, and the respect of national values and interests
  • Working to sustain Tunisia's standing and active engagement and role within its Maghreb, Arab, African, Mediterranean, European, and broader international surroundings, so that Tunisia remains a beacon in the Mediterranean and a steadfast advocate for global peace and justice, foremost among which is the Palestinian cause

  • Strengthening Tunisia's position as a privileged partner of the European Union and upgrading this partnership to make it balanced, equitable, and beneficial to Tunisia's economy
